What he's saying isn't crazy, and was the policy of Hank Paulson too; if you are lending the minimum to companies which are suffering liquidity problems because of a downturn in investment then if you tell the market WHICH companies you're lending to and how much it's a signal to the market not to invest in those companies and makes the problem worse. You'd either have to lend more or keep the names. Do you not have closed sessions where the names could be given?
