Implementing a welfare system without showing savings from a balanced budget is like trying to plan a Disney Vacation on a dime. Right now the budget is off by 30%. And thats just the Estimated. After all the mini-budgets are passed, Govt has a deficit of over 50%! SBP is just a tool of the Finance Ministry.
